1.1 INTRODUCTION
The main focus of our country's health policy is to promote health and prevent disease, provide access to basic medical services and provide quality services. In the past three decades, our country has made significant changes in the development of the health sector by making basic health services accessible to the public. The Dredawa Management Health Bureau has coordinated with various stakeholders to prepare the second transformation plan and is implementing the second implementation year plan through the health institutions under it. Although it was possible to bring encouraging results with the efforts made, still the gaps in the provision of human resources and organization in institutions have become an obstacle for access to quality and fair services. To overcome this and to achieve the set goals, one of the basic issues is to expand health facilities; Increasing the capacity of professionals and the leadership of the health sector; Establishing an effective and suitable operational and organizational system for the health sector; Expanding sources of health care financing; It is important to ensure that basic health needs are met by developing the ability to manage and use resources from the government and other sources.
Therefore, it is necessary to evaluate and adjust the challenges faced by the organization and supply of human resources in order to achieve the goal by implementing strategic measures and core activities that can be implemented in the transformation plan. Based on these reasons, Dredawa Management Health Office has been asked to review the basic process change document of the health centers in order to implement the second transformation plan prepared at the country level and to increase the capacity of the underlying health institutions to achieve better results in the sector.

The NRIH had four research departments: Microbiology, Parasitology, Pathology, and Biochemistry. The NRIH also had a Central Laboratory Service, a Library and Documentation Service, and an Administration and Finance Service.
